To my knowledge, the only way to cook popcorn without adding fat is with a
hot-air popcorn machine. They used to be very popular at some point, mine
is at least 15 years old, but I guess you could still find one at a store
that sells small appliances.
All the other common ways to cook popcorn require oil, including
microwavable *light* popcorn bags. (Check the ingredients.) And put your
hands where I can see them and step away from that movie theater popcorn!
